If you want to design webistes, run a website, take care of its traffic and the hardware behind it, then you want to become a webmaster. So, let's assume you're just beginning and you have basic computer skills and no knowledge of programming languages.
The last phrase of the above sentence forms your first step: learn a programming language, HTML first. HTML to the Internet is like Hebrew to the jewish. I am not going to give you certain tips on how to approach it. But I can tell you that today, you don't have to spend so much money, especially if you're a fan of self-education. There are free tutorials on the web for whichever language you want, buying a book (for example for dummies) is also convenient, since you don't have to switch windows reading and writing. But be sure to use at least two sources: it will give you a better perspective. Java enjoys wide usage too, so widen your limits and get on the ride.
What is more, don't hesitate to learn, to try while studying. Maybe create a website of your own and try out how things work. The more lines you've written on a certain language, the better.
The next step would be to learn about hardware. If it's usually an adequate topic with your friends, then ask questions and demand explanations. Read about tendencies in the hardware industry online and probably join a forum and comment with others. Interaction with others who want to learn is always good.
It will take time to learn, but remember that investing your resources will be positive in the end if you keep studying and applying your knowledge.
After you learn, just start. Develop your own website and push yourself into applying for jobs. But remember to start big, but start small, which means apply for your first jobs with enthusiasm and willingness but don't rush yourself for big companies, i.e. Google (they are likely to turn you down which will only affect your self-esteem from the beginning).
So, to summarize, study hard and don't lose your enthusiasm and don't hesitate to take up work.

Ace webmaster - suggestions
After you have been working as a webmaster for a certain amount of time, you might want to get advanced, to enhance your knowledge and develop your carreer. But what more is there to do?
First, you might want to apply for more serious positions at wider companies. But, to do so, have a portfolio of sites you've done prepared. This way, your employers can see your previous work.
Try to be as creative as you can. To be creative, you need to be inspired. Which is the point to remind you that there's no need to change your lifestyle drastically, so much as you need good time scheduling. Don't hesitate to go to a movie or hang out with friends. Look for inspiration and keep heading on.
Be focused and productive. Don't f(*& with deadlines is what I mean here.
Improve your knowledge. Learning new and practicing your programming and designing skills is essential. New techniques will always come in handy whenever. Why not consider filling a new programming language in your CV? Broadening your perspective is like training the whole body, instead of just the arms, in the gym. You don't need it, but eventually you become stronger and more stable.
Be flexible. Running a big website is usually connected with a few server breakdowns, attacks and other unexpected problems every now and then. What I mean to say here is: expect everything and be prepared. But definitely not paranoic.
In general, a webmaster's work can be really tough, but for the knowledgeable it is entertaining. SO, keep on track, be active and focused and go far. Sky's the limit, like they say
