A Modest Proposal - Jonathan Swift

"It is a melancholy object to those, who walk through this great town,
or travel in the country, when they see the streets, the roads and
cabbin-doors crowded with beggars of the female sex, followed by three,
four, or six children, all in rags, and importuning every passenger for
    an alms."

Descriptive as well, this first sentence deserves 4 out of five in my view. The setting is of a really crowded place and heavy as well.

Just the first sentence can never be enough to tell what is going to come out of it. It may be just a description, described either in worst, worse, bad or good, better and the best way. So when it comes to writing style and narration you have to give it all the 5 stars.
